Night Duty Allowance: Powerful Guide to Eligibility and Calculation for Central Government Employees

Working during the night can attract Night Duty Allowance (NDA) for eligible Central Government employees. But NDA is not automatically payable to everyone who works after office hours. The employee must belong to a category covered by the applicable Government instructions, and the night duty must satisfy the prescribed conditions.

What Is Night Duty Allowance?

Night Duty Allowance is an allowance provided to certain eligible Government employees who are required to perform duty during prescribed night hours. The Seventh Central Pay Commission examined the allowance and recommended continuation of the existing night-duty compensation system.

Under the current DoPT instructions implementing the 7th CPC decision, night duty means duty performed between 10:00 PM and 6:00 AM. A uniform weightage of 10 minutes is given for every hour of qualifying night duty.

Important: Night Duty Allowance is not a general allowance for every Central Government employee. The 2020 DoPT instructions state that the revised formulation extends to employees across Ministries/Departments who were already in receipt of NDA. A certificate from the concerned supervisor that the night duty is essential is also prescribed.

The 7th CPC specifically retained the concept of compensating night work and recommended a uniform method for calculating the allowance. The Government subsequently issued detailed instructions through DoPT Office Memorandum dated 13 July 2020.

Who Is Eligible for Night Duty Allowance?

One of the most important points about NDA is that performing work at night alone does not automatically create entitlement. Eligibility depends on the employee’s category, department and the applicable Government orders.

Employees in categories already covered by NDA

The 13 July 2020 DoPT Office Memorandum states that the revised NDA formulation applies to employees across Ministries and Departments who were already in receipt of Night Duty Allowance.

Therefore, an employee should first check whether his or her post or category is one of the categories authorised to receive NDA. Department-specific orders, establishment instructions and roster arrangements may also be relevant.

Night duty must be officially required

The night duty should form part of the employee’s authorised duties or roster. The DoPT instructions also require a certificate from the supervisor concerned confirming that the night duty is essential.

This distinction is particularly important for employees who voluntarily remain in the office late at night. Staying back beyond normal working hours does not by itself mean that the period qualifies as Night Duty Allowance.

Employees with basic pay above the prescribed ceiling

The current DoPT instructions prescribe a basic-pay ceiling of ₹43,600 per month for entitlement to NDA. However, the same framework contains a specific provision for categories that were already eligible under the earlier criteria. Therefore, employees should not apply the ₹43,600 ceiling in isolation without checking the applicable departmental instructions.

What Are the Night Duty Hours?

For the purpose of the 7th CPC-based NDA framework, night duty is defined as duty performed between:

10:00 PM to 6:00 AM

This gives an eight-hour night-duty window. The special weightage is 10 minutes for every hour of qualifying night duty.

Night Duty Performed Weightage
1 hour 10 minutes
2 hours 20 minutes
4 hours 40 minutes
6 hours 60 minutes = 1 weighted hour
8 hours 80 minutes = 1 hour 20 minutes

How Is Night Duty Allowance Calculated?

Under the 7th CPC-based system, the hourly rate of Night Duty Allowance is calculated using the employee’s Basic Pay and Dearness Allowance.

Hourly NDA Rate = (Basic Pay + DA) ÷ 200

The amount is then determined separately for each employee based on the Basic Pay drawn on the date on which the night duty is performed.

Step 1: Find the Basic Pay

Take the employee’s Basic Pay under the 7th CPC Pay Matrix. Do not substitute gross salary or take-home salary for Basic Pay.

Step 2: Add Dearness Allowance

Add the applicable Dearness Allowance to the Basic Pay. The DoPT formula specifically uses the Basic Pay plus DA applicable under the 7th CPC.

Step 3: Divide by 200

Divide the resulting amount by 200 to obtain the hourly NDA rate.

Step 4: Apply the 10-minute night-duty weightage

Each qualifying hour of night duty receives a weightage equivalent to 10 minutes, or one-sixth of an hour. Therefore, the effective NDA for one hour of qualifying night duty is one-sixth of the calculated hourly rate.

NDA = [(Basic Pay + DA) ÷ 200] × [Night Duty Hours ÷ 6]

This is a convenient way of expressing the 10-minute-per-hour weightage for calculation purposes.

Night Duty Allowance Calculation Example

Example: Employee with Basic Pay of ₹35,000

Assume an eligible employee has:

  • Basic Pay: ₹35,000
  • DA: 58%
  • Night Duty: 8 hours

First calculate DA:

₹35,000 × 58% = ₹20,300

Therefore:

Basic Pay + DA = ₹35,000 + ₹20,300 = ₹55,300

Hourly NDA rate:

₹55,300 ÷ 200 = ₹276.50

For 8 hours of night duty, the weightage is 80 minutes, which is 1⅓ hours.

Therefore:

₹276.50 × 1⅓ = approximately ₹368.67

Thus, under these assumed figures, the NDA for an 8-hour qualifying night duty would be approximately ₹369, subject to the applicable rounding and departmental payroll rules.

Note: The example uses a 58% DA rate purely to demonstrate the calculation. The applicable DA rate should always be checked for the relevant period before calculating an actual claim.

Basic Pay Ceiling for Night Duty Allowance

The 7th CPC-based DoPT instructions prescribe a ₹43,600 per month basic-pay ceiling for entitlement to NDA.

This ceiling is different from the formula used to calculate the amount. In other words, the ceiling is an eligibility condition, while Basic Pay plus DA divided by 200 is the basis for calculating the hourly rate.

There is an important historical qualification. The DoPT framework preserves the position for categories that were already receiving NDA under the earlier criteria. Consequently, employees in departments such as Defence or other establishments with established NDA arrangements should also examine the specific orders applicable to their category.

Important Rules You Should Know

  • Night duty period: 10:00 PM to 6:00 AM.
  • Weightage: 10 minutes for every hour of qualifying night duty.
  • Hourly rate: (Basic Pay + DA) ÷ 200.
  • Individual calculation: NDA is calculated separately according to the employee’s Basic Pay.
  • Supervisor certification: The supervisor should certify that the night duty is essential.
  • Eligibility: The employee must belong to a category covered by the applicable NDA instructions.
  • Basic-pay ceiling: ₹43,600 per month under the 2020 DoPT framework, subject to the specific provisions applicable to categories already receiving NDA.
  • No double compensation: Where working hours have already been fixed after taking night-weightage into account, additional compensation may not be admissible under the DoPT instruction.

Employees who frequently work in shifts should also understand the distinction between NDA and other forms of compensation such as overtime or extra-duty arrangements. These are governed by separate rules and should not be automatically combined.

If you are calculating your overall Central Government salary, you can also use the 7th CPC Pay Calculator and check the applicable 7th CPC DA Calculator.

Similarly, employees reviewing their monthly salary components may find the 7th CPC HRA Calculator useful for understanding how HRA is calculated separately from NDA.

Night Duty Allowance vs Overtime: Are They the Same?

No. Night Duty Allowance and overtime compensation are separate concepts. NDA compensates eligible employees for qualifying work performed during the prescribed night period, subject to the applicable eligibility conditions. Overtime relates to work performed beyond prescribed working hours under the applicable overtime rules.

Therefore, an employee should not assume that every additional hour worked at night automatically qualifies for both benefits. The controlling rules and departmental orders need to be checked before making a claim.

What Employees Should Check Before Claiming NDA

  1. Confirm that your post/category is covered by Night Duty Allowance.
  2. Check the approved night-duty roster or duty order.
  3. Confirm that the duty falls within 10:00 PM to 6:00 AM.
  4. Record the qualifying night-duty hours accurately.
  5. Use the Basic Pay applicable on the date of the night duty.
  6. Use the applicable DA rate for the calculation period.
  7. Ensure that the required supervisory certification is available.
  8. Check whether any departmental or establishment-specific instruction modifies the general procedure.
