LTC Rules for Central Government Employees: 2026–2029 Block Year Explained

Leave Travel Concession (LTC) is one of the most useful travel benefits available to eligible Central Government employees. But the rules around Home Town LTC, All India LTC, block years, sub-blocks and carry-forward often create confusion.

This guide explains the LTC system in simple language, with examples so you can understand which LTC you may be able to use and when.

Important: The CCS (LTC) Rules, 1988 use four-year blocks divided into two two-year sub-blocks. The DoPT FAQ available currently illustrates the transition from the 2022–2025 block to the next cycle through examples involving 2026. Therefore, this article explains the 2026–2029 cycle as the succeeding regular four-year block, while specific entitlements should always be checked against the latest DoPT orders and your department’s instructions.

What is Leave Travel Concession (LTC)?

Leave Travel Concession, commonly called LTC, is a travel concession available to eligible Central Government employees under the CCS (LTC) Rules, 1988.

Broadly, LTC allows an eligible employee to claim the admissible travel fare for journeys undertaken with eligible family members to the employee’s Home Town or to an Any Place in India, subject to the applicable rules and conditions.

Home Town LTC Travel to the employee’s declared and accepted Home Town, subject to eligibility.
Any Place in India Travel to a place of choice anywhere in India, subject to the applicable LTC entitlement.

What is an LTC Block Year?

The word “block” is important because LTC is not simply allotted afresh every calendar year.

For regular LTC entitlement, a period of four calendar years is treated as a block. That four-year block is divided into two sub-blocks of two calendar years each.

For example, the previous regular cycle was:

Four-Year Block First Sub-Block Second Sub-Block
2022–2025 2022–2023 2024–2025

The DoPT FAQ explains that an employee whose Headquarters and Home Town are different can avail either Any Place in India or Home Town LTC in the first sub-block and the remaining entitlement in the second sub-block, according to the applicable rules.

DoPT’s FAQ also uses 2026 as the example year in which an unavailed LTC from the previous block and an LTC from the new block may potentially be availed, subject to the rules.

2026–2029 LTC Block: The Simple Picture

For planning purposes, the succeeding regular four-year cycle can be understood as follows:

2026Year 1
2027Year 2
2028Year 3
2029Year 4
Period What it represents
2026–2027 First two-year sub-block
2028–2029 Second two-year sub-block
2026–2029 Complete four-year cycle
Remember this: Think of the LTC system as 4 years → split into 2 sub-blocks → each sub-block covers 2 calendar years.

Home Town LTC vs Any Place in India LTC

Feature Home Town LTC Any Place in India LTC
Destination Declared/accepted Home Town Any eligible destination in India
Main purpose Travel to Home Town Travel anywhere in India
Block-based Yes Yes
Eligibility Subject to applicable LTC rules Subject to applicable LTC rules
Important: An employee whose Home Town and Headquarters/Place of Posting are the same is generally not eligible for Home Town LTC. DoPT has specifically clarified this position.

How Many LTCs Can a Government Employee Avail?

This is one of the most misunderstood parts of LTC.

For an employee whose Home Town and Headquarters are different, the regular block is divided into two sub-blocks. The employee can use the applicable LTC entitlement across those sub-blocks according to the CCS (LTC) Rules and DoPT instructions.

It is therefore better not to think of LTC as “one ticket every year.” The entitlement is linked to the block and sub-block structure.

Example:
Suppose an employee is eligible for Home Town LTC and also wants to use an All India LTC. The employee should look at the entitlement available in the relevant two-year sub-block and decide which type of LTC to use, rather than assuming that one LTC is automatically available every calendar year.

What Happens If You Do Not Use Your LTC?

The CCS (LTC) Rules contain a carry-forward mechanism for an LTC that could not be availed during the relevant block.

Under Rule 10, an employee who is unable to avail LTC within the relevant block may generally avail it during the first year of the next block, subject to the conditions of the rule.

DoPT has also issued specific extensions/relaxations on occasions. For example, the 2018–2021 block received a special extension up to 31 March 2023 through a separate DoPT order.

Practical rule: Do not assume that every missed LTC automatically remains available indefinitely. Carry-forward is governed by the applicable rule and, where relevant, specific relaxation orders.

LTC Rules for Fresh Recruits

Fresh recruits have a special LTC pattern during their first eight years of Government service.

After completing one year of regular service, a fresh recruit can be allowed three Home Town LTCs and one Any Place in India LTC in each block of four years during the first two four-year blocks, subject to the applicable rules.

Fresh Recruit LTC Pattern Entitlement
First 4 years 3 Home Town LTC + 1 Any Place in India LTC
Next 4 years 3 Home Town LTC + 1 Any Place in India LTC
After first 8 years Regular block rules apply

DoPT’s official FAQ states that after completion of one year, a fresh recruit can be allowed three Home Town LTCs and one All India LTC in each four-year block during the first eight years.

Example:
If an employee joins Central Government service and completes one year of regular service, the fresh-recruit LTC entitlement begins from the applicable point after completion of that year. The entitlement is calculated with reference to the employee’s service timeline and calendar years; it should not simply be assumed that the employee receives the full normal block entitlement immediately on joining.

DoPT’s detailed illustration confirms that fresh-recruit LTC entitlement is calculated calendar-year-wise from completion of one year of regular service.

Who Can Travel Under LTC?

LTC can cover the Government employee and eligible family members, subject to the definition of family and the conditions prescribed under the CCS (LTC) Rules.

The exact eligibility of a particular family member can depend on factors such as dependency and the circumstances prescribed under the rules. Therefore, employees should check the current definition before submitting a claim.

Tip: Do not assume that every relative is automatically covered under LTC. Check the current definition of “family” and the applicable dependency conditions before booking travel.

Do You Need Leave to Avail LTC?

LTC is called Leave Travel Concession, but the travel concession itself should not be confused with the leave account.

The employee must comply with the applicable leave and LTC procedural requirements before undertaking the journey. In practice, the LTC request, leave, journey details and reimbursement claim are processed according to departmental procedures.

Employees should therefore obtain the required permission/sanction before travelling rather than assuming that a journey automatically becomes reimbursable simply because it was undertaken during leave.

Travel and Reimbursement Rules

The amount reimbursed under LTC is not simply “whatever the employee spends on a holiday.”

The admissible reimbursement depends on the employee’s entitlement and the applicable mode/class of travel, route and LTC instructions.

DoPT material describes LTC reimbursement in terms of the fare admissible for the entitled class and the prescribed route.

Before Travel Check eligibility, block/sub-block entitlement, destination and required permission.
During Travel Keep tickets, boarding passes and other documents required under departmental procedure.
After Travel Submit the LTC claim and supporting documents within the applicable time limit.
Always Verify Travel by air or special-dispensation routes may have separate conditions and time limits.
Air travel warning: Special air-travel concessions for destinations such as the North Eastern Region, J&K, Ladakh and Andaman & Nicobar have been issued through separate DoPT orders and have specific validity periods and conditions. Do not apply an old relaxation automatically to a 2026 journey. Check the latest DoPT order before booking.

LTC Examples You Can Actually Understand

Example 1: Employee wants to visit the Home Town

An employee is posted in Chennai and has a different declared Home Town. The employee wants to visit the Home Town with eligible family members. What to check: Home Town declaration, available LTC entitlement in the relevant sub-block, eligible family members, leave/permission and admissible travel entitlement.

Example 2: Employee wants to visit another State

An employee does not want to travel to the Home Town and instead wants to visit another destination in India. What to check: Whether the employee has an available Any Place in India LTC entitlement in the relevant block/sub-block and whether the proposed journey satisfies the applicable LTC conditions.

Example 3: Employee missed an LTC

An employee could not use an eligible LTC during the relevant block. The employee should check the carry-forward provision under Rule 10 and whether the claim can be availed in the first year of the next block. Special extensions, when issued, should also be checked separately.

Example 4: Fresh recruit

A fresh recruit completes one year of regular service. The employee does not immediately follow the normal entitlement pattern of an employee who has already completed the first eight years. Fresh recruits have a separate LTC entitlement pattern during the first two four-year blocks.
